But there is a growing concern within the Bush Administration over the effectiveness of yo-yoing the status of terror alerts. "It appears [raising the alert] will be the prudent thing to do," one source with direct ties to the decision-making explained from Washington on Tuesday. "But the raising and lowering has to be justified, or we risk the danger of becoming complacent, where a high state of alert carries less urgency."
